HARBEL Prevention and Recovery Center is an outpatient substance abuse prevention and treatment center which serves adults and adolescents in Baltimore City and Baltimore County. We serve uninsured Baltimore City Residents and also accept MA, PAC and some private insurance. HARBEL is a nonprofit organization that is state certified to provide substance abuse treatment. HARBEL Prevention and Recovery Center is made up of two programs. The first program is the Youth Services Program, serving youth below the age of 18. The second program serves adults who need outpatient or intensive outpatient substance abuse treatment services. The agency accepts self referrals, court referrals, eap, and other referrals. Specialized groups include women's groups, men's groups, trauma informed groups, groups where domestic violence and substance abuse are concurrent issues, and relapse prevention.
